You have been hired to lead a Financial Planning Group

You have been hired to lead a Financial Planning Group, which will contribute to the overall work of a Project Management Team. Your Group will prepare a proposed Financial Sourcing Plan; to be provided to the Strategic Financial Planning Team; which will contribute to the overall Project Management Planning Team. The Team, which your Group will support, is focused on developing a Financial Strategy Plan to support the overall Project, which is the development of an Emergency Response Plan at the Regional level.

This Project Management Planning effort is in support of a newly developed Regional Organization. The basic major threat, for planning purposes, for this new Regional Organization is from a potential natural disaster which would be caused by hurricane force storms.

Your new Organizational Region consists of the Florida Peninsula and the adjacent Caribbean Oceanic areas to the East. The new Region will eventually consist of a number of already established emergency response organizations from the local level though the State and Federal Agencies within the region. All levels of organizations could be key components in an overall response effort to both operating in developing, unstable/poorly supported areas; as well as, the developed and stable supported areas of the region.

Your Capstone Assignment for this course will be to prepare the proposed Financial Sourcing Plan to the Strategic Financial Planning Team; which, will then contribute the Financial Plan to the overall Project Management Planning Team; who, will present it to the primary stakeholders for actions to assure Regional readiness and response.

Therefore, as part of an overall Project Management Process, your Financial Planning Group is responsible to explore and identify financial resources from all sourcing opportunities; governmental and non-governmental; private; profit or non-profit; domestic and international. You will recommend funding sources to support each phase of an emergency response; i.e. mitigation, preparedness, response and recovery. You will also assess each source as to which phase it would best support the overall plan. You will the assess the availability and risk of obtaining each source and using it in the “best fit” phase. You will make a determination if the funding source would be immediately useable in each category; could be obtained at time of actual response; or, would have to be obtained through an identified long-term agreement. Your Group would also make a recommendation, based on your assessment, of a sequence to pursue and obtain the identified funding sources to the larger Financial Planning Team.
