leadership could be current, in the past or one you hope to take on in the future. Your
task is to prepare a memo in which you make a strong case for support of an external
evaluation of the program. The memo could be written to your supervisor, your
senior management team, program funder and/or other key stakeholders with
decision-making authority.

Your memo should include at least the following elements but may include any additional points
you believe are relevant to making your case:
 Purpose of the memo (and to whom it is addressed);
 Brief description of the program (objectives, problem to be addressed, key inputs and
activities, expected outputs and outcomes, duration, major partners);
 Justification for the evaluation request;
 Overview of the evaluation methodology (understandable by non-specialists)
 Type of evaluation
 Evaluation design and why you selected it
 Data collection and analysis
 Personnel leadership for the evaluation and skills needed;
 Stakeholders involved in the evaluation and how you will ensure their participation
and commitment;
 Overview of your communications strategy to ensure uptake of evaluation findings;
 Risks and benefits of proceeding/not proceeding with evaluation;
 Resources requested.
