The purpose of this Stand-Alone Project is to familiarize you with different forms of terrorism and law enforcement’s response to these acts. This culminating course project involves gathering intelligence and information on a hypothetical case, based on the knowledge you have gained thus far.

For your Stand-Alone Project, you will prepare an internal memo for your supervisor where you work as a security force expert on counter-terrorism matters. You can rely on the textbook and outside assigned readings as springboards. Then, develop your analysis, based on these readings and the articles you locate on your own. You can rely on government websites, such as the FBI, DOJ, and DHS as well. In addition, you can access information on Brookings, the Southern Poverty Law Center, and the American Civil Liberties Union. U.S. Supreme Court case law, and the websites of police departments can also assist you. Be sure that any other readings you choose are scholarly writings.

The paper should be divided into the following parts. Your Stand-Alone Project responses should be both grammatically and mechanically correct and formatted in the same fashion as the project itself. If there is a Part A, your response should identify a Part A, etc. In addition, you must appropriately cite all resources used in your response and document them in a bibliography using APA style. (200 points) (A 10-page double-spaced report is required.)

Part AYou are a member of a counter-terrorism security forces team operating out of Cleveland, Ohio. Your team has been alerted by local police that Frank Wilcox was arrested the previous evening in Painesville, Ohio on charges of assault, drunk and disorderly, and disturbing the peace. Just prior to his arrest, Wilcox was distributing white supremacy leaflets in the parking lot of the Giant Eagle supermarket. He was arrested for assault because he was forcing his materials on shoppers exiting the supermarket. When one shopper refused to take Wilcox’s leaflet, Wilcox punched the shopper and knocked him to the ground. According to Painesville police, Wilcox is 32 years old and has been unemployed for over a year. His last job was working as a service technician at Big O Tires. Wilcox was replaced on the job by an older African American. He recently went through a divorce. He has no children. Painesville police say Wilcox has a swastika tattooed on his right forearm. Your supervisor has asked you to “poke around” and see if Wilcox has ties to domestic extremist groups. He has also asked you to draft an internal memo, discussing the pathways to radicalization for lone wolves and individuals who join larger hate or terrorist groups. (30 points)

Part BYou poked around and learned that Frank Wilcox has a Facebook account. Without “friending” him, you click onto photos and click onto some of his friends (Wilcox only has 20 Facebook friends) and you learn that each of their pages is rife with racist propaganda, including symbolism, and suggestions of active shooter undertakings. Since you began your investigation, Painesville police have been contacted by the Joint Terrorism Task Force (JTTF) in New York City. The JTTF there confirms that Wilcox is loosely affiliated with the White Aryan Resistance (WAR) movement. They have also learned that Wilcox considers himself a Sovereign Citizen. You are familiar with WAR, but are not familiar with the concept of a sovereign citizen. You take the initiative and conduct research to learn more about both. You include in your research a bit of history on the Ku Klux Klan and other hate groups. Then you update the internal memo you prepared for your supervisor. (40 points)

Part CYour supervisor reads your memo and wants some clarification about the difference between a hate crime and an act of terrorism, based on hate. Revise your memo to include definitions of each. (10 points)

Part DTwo weeks after you revise your memo, you receive word that Painesville police raided the homes of two associates of Frank Wilcox. Both are members of the White Aryan Resistance (WAR). Law enforcement entered both homes in the middle of the night, without search warrants. They confiscated a stockpile of weapons, drugs, cell phones, and computers. Both offenders have hired attorneys. One of the attorneys claims her client’s civil liberties have been violated. The Painesville police claim they have been working with federal agencies, gathering intelligence and information, and both offenders were planning a terrorist attack at a black Baptist church in the coming weeks. The man who replaced Frank Wilcox at Big O Tires attends that church. Your supervisor wants an update to the memo. He wants to know which Constitutional Amendments the police have allegedly violated, and wants to know too where the law stands regarding the gathering of intelligence absent a warrant. (40 points)

Part E After you complete your research, you are contacted by a reporter from the local newspaper. He informs you that in executing the “no knock” raid, police killed two Pomeranians (family pets) at one of the homes and caused a next-door neighbor to have a heart attack. The neighbor apparently ran outside due to all the commotion and gunfire. The reporter wants to interview you regarding your opinion on community policing versus military-style policing. Your supervisor okays the interview, subject to reviewing an updated memo that includes your talking points. Revise your memo to include your talking points on community policing pros and cons where homeland security is at stake, and the pros and cons of the militarization of police. (40 points)

Part F The reporter catches you off guard at the end of the interview. He asks you to predict what kinds of terrorism are likely in the future, and how counter-terrorism experts will likely respond. What will you tell him? (20 points)
