 Is there a national health insurance guarantee?
o How is it organized, meaning is it organized by the national government or isresponsibility at the local (state, province, canton, etc.) level?
o What is included in the national health insurance guarantee? Hospital care?Primary care? Dental care? Long-term care? What is not included?
o Is the insurance system fully organized by the government – meaning thegovernment collects premiums and pays providers? Or, does the government
use intermediaries (like insurance companies )to pay providers? Or, is thereamix of these?
o If there are multiple national programs that cover different populations, describeeach program’s population and what share of the national systemit is (indollarsor insured people).  Are health care providers government entities or are they private entities?

 Are health care providers paid on a fee-for-service basis, a capitated basis, or someother scheme?

control costs?
